Primaries are also being held Tuesday in Oregon, where Gov. Ted Kulongoski faces two rivals for the Democratic nomination, and in Kentucky, where there are lively Democratic contests in at least two congressional districts.
Casey is the son of the late Democratic Gov. Robert P. Casey and a longtime state officeholder who is against abortion, like his father before him. He was recruited by national Democratic leaders to take on Santorum, and most early polls have shown him with a double-digit lead over the two-term senator.
The race is being closely watched nationally because Santorum, the No. 3 Senate Republican, is closely allied with President Bush on issues such as gay marriage and private accounts for Social Security.
Casey's rivals for the Democratic nomination are pension lawyer Alan Sandals and college professor Chuck Pennacchio, have trailed badly the polls.
Pennsylvania's race for governor features former Pittsburgh Steelers star Lynn Swann, who is unopposed for the Republican nomination. Swann's starpower knocked out an earlier GOP contestant, former Lt. Gov. Bill Scranton.
Swann is trying to unseat Gov. Ed Rendell, a former Philadelphia mayor who also faces no opposition in Tuesday's primary. If Swann succeeds, he will be Pennsylvania's first black governor.
In the 253-member Legislature, 61 incumbents face challenges in the primary the most since 1980 following a public uproar over lawmakers' furtive attempt to give themselves a big raise last year.
Legislators boosted their salaries by up to 54 percent during a dead-of-night vote taken with no public hearing or floor debate. Four months later, after an outcry, they reversed themselves.
Most of the challengers on the ballot were recruited by PACleanSweep, a group organized at the peak of the furor with the goal of bringing about major turnover in the Legislature.
"This is the real ballgame," said Russ Diamond, the group's founder, who is also running for governor as an independent. But he predicted only mixed results in Tuesday's primary.
Four-term Rep. Don Sherwood (news, bio, voting record), a Republican, is one of only two Pennsylvania congressmen facing challenges in the primary. Last year, he acknowledged a five-year extramarital affair after his mistress sued him, accusing him of choking her at his Capitol Hill apartment. Sherwood's opponent in the Scranton-area district is Kathy Scott, a former guidance counselor who has seized on the scandal.
An Iraq War veteran, Patrick Murphy, is hoping to defeat a former county commissioner in a Democratic primary for the right to take on Republican Rep. Mike Fitzpatrick, a freshman, in a swing district in the Philadelphia suburbs.
In Oregon's gubernatorial primary, Kulongoski is expected to overcome challenges by former state Treasurer Jim Hill and Peter Sorenson, a county politician.
Kulongoski's opponents say he has not been aggressive in seeking more money for schools and preventing cuts in health programs for the poor. Unions are upset with Kulongoski because he pushed for reductions in public employee pension benefits.
Three major Republican contenders are competing for the party's nomination for governor: former Oregon GOP chairman Kevin Mannix, Portland lawyer Ron Saxton and state Sen. Jason Atkinson.
In Kentucky, Iraq War veteran Andrew Horne and political columnist John Yarmuth are among four candidates seeking the Democratic nomination to take on Republican Rep. Anne Northup (news, bio, voting record) in a Louisville-area district.
In a neighboring district, state Rep. Mike Weaver, a retired Army colonel, faces James Rice for the Democratic nomination. The winner will face Republican Rep. Ron Lewis (news, bio, voting record) in November.
